Employee’s Withholding Allowance Certificate or Form W-4 is filled out by an employee and turned over to the employer to indicate to the payroll department the number of allowances or tax status for the taxpayer (employee). This certificate sets the amount of withholding per paycheck for the employee.

The Immigration Reform and Control Act of 1986 (IRCA) requires employers to verify that the potential hire is allowed to work in the United States.
